HAYLI MILLAR - PhD Student Profile

Hayli has a master's degree in criminology from Simon Fraser University in Canada. Her research background includes work on the delivery of, and access to justice services for Northern and Aboriginal communities. She was a criminal justice lecturer in Canada for a number of years. She developed a two-year university transfer Northern Justice/Criminology programme for Yukon College and has pursued Canadian consultancy work in the areas of conflict resolution and alternative justice.

She currently resides in Amman, Jordan where she formerly worked as an independent research consultant on social development issues and then as Special Advisor to the United Nations Resident Coordinator for Jordan. Her work with the UN Resident Coordinator centred on inter-agency collaboration in the areas of human rights, gender, community development, education and HIV/AIDS. Her published work includes 'Women and Transitional Justice: A Preliminary Assessment of Women's Experiences with Truth Commissions', in Helen Durham and Victoria Bannon (eds), Women and War.

Abstract of PhD Thesis

'Accountability for Gross Violations of Human Rights in the Aftermath of Armed Conflict: Domestic and / or Restorative Justice Responses'
(expected completion date: June 2006)

The thesis on transitional justice, explores a broad range of legal and political factors that influence human rights policy decisions of successor governments and the subsequent institutional expression of those policy decisions. The research includes comparison of the transitional justice arrangements in South Africa and Guatemala with field research conducted in both countries.
