Proposal for a cyber-ICRC

An interesting article for Lawfare from Dr Herb Lin suggests that the International Committee of the Red Cross could provide a model for a new international organisation to provide neutral assistance and relief to vulnerable persons and businesses affected by serious cyberattacks.

By using the ICRC as precedent, Dr Lin suggests that an equivalent cyberspace organisation would seek to mitigate cyberattacks – rather than prevent them – and fill a current assistance gap for victims (both individual citizens and enterprises).
