| MARITIME SECURITY COOPERATION COURSE - HAWAII
4-8 February 2008
This course was held at the Pearl Harbor Naval Base, Hawaii. This is only the second time that the APCML has conducted the MSC Workshop, and the first time that the Course has been conducted in Hawaii. The Course was jointly conducted by the APCML and the International Law Department (ILD) of the US Naval War College, with significant support also provided by the US Pacific Command. The Course was attended by operators and military legal professionals from Australia (5), Cambodia (1), Canada (1), Indonesia (1), Philippines (3), Sri Lanka (1), US (11), and Vietnam (1). Guest presenters for the Course came from Australia, Canada, UK and US.
The MSC Course was conducted over a five day residential period. Formal presentations were followed by informal discussions among workshop participants on the issues raised in the presentations and the various country perspectives. Many of the course presenters were available for extended periods during the course in order to present, observe, and engage with the workshop participants. The course also included a syndicate exercise which asked participants to work through a scenario and develop rules of engagement for a series of missions.
The MSC Workshop provided a unique opportunity for military legal professionals and operators from a number of different countries to come together and share experiences, problems and solutions. Participants particularly enjoyed the opportunity to hear from the regional participants in respect of the maritime security issues facing their nations.
The MSC Course will next be conducted in Australia in 2009.
