PEACEKEEPING SEMINAR – VIETNAM

An ADF delegation, comprising Captain Dale Stephens RAN of the APCML and Major David Moon of the ADF Peacekeeping Centre, recently conducted a Peacekeeping seminar and workshop planning meeting in Hanoi, Vietnam. The activity involved representatives from Vietnam’s Ministry of Foreign Affairs and the Vietnamese Peoples Army. The activity was led and supported by the Australian Embassy Defence Attaché staff
The event involved a sharing of information on Australian Peacekeeping ‘lessons learned’ as well as an outline of ADF peacekeeping capabilities and training requirements. There was a particular session devoted to legal planning issues which canvassed topics such as UN Charter and Security Council Mandate interpretation, UN ROE, UN Privileges and Immunities and doctrinal/legal foundations of Peacekeeping and Peace Enforcement.
Vietnam is reviewing its Peace Operations capability and posture. This event enabled a fulsome exchange of information on numerous topics related to peace operations and was a precursor to a more comprehensive Peacekeeping Seminar and Workshop that will occur later this year which will include a more focused exposé of legal issues.
