APCML CIVIL-MILITARY COOPERATION COURSE HMAS PENGUIN
16-20 APRIL 2007

The APCML conducted its fifth annual Civil-Military Cooperation (CIMIC) course at HMAS Penguin in the period 16-20 April 2007. The 2007 course reflected a steady development over the years in the geographic reach of the course and in the diversity of its participants.

Students on the 2007 CIMIC course represented the following countries: China; Indonesia; Singapore; Thailand; Malaysia; the Philippines, PNG; and, Jordan. The balance of the course panel were from the Non-Government, Government and International organisation community and ADF officers with current or expected roles in the CIMIC area.

There was a similar diversity among the overseas and Australian based presenters who represented an array of organisations including: the EU Police Support Mission in Darfur; the CIMIC Centre of Excellence (NATO accredited); UNHCR; the ICRC; AUSAID; Oxfam International; and the Centre for Islamic and Arab Studies.

Topics covered on the course included: CIMIC Actors; UN Operations – An Overview; NGO Dynamics; Legal Framework for CIMIC; Cultural Factors; an Iraq Case Study; Strategic and Political Implications of CIMIC; Humanitarian Coordination Mechanisms; Humanitarian Guidelines and Codes; NATO CIMIC; ADF CIMIC; CIMIC Planning; ICRC; UNHCR; Rule of Law; CIVPOL; and, an Afghanistan Case Study.

The culmination of the course was a one and a half day exercise based on a complex emergency. A feature of the course was the expertise of all presenters and directing staff members who were very generous with their time in supporting the course.

Although dates for next year’s CIMIC course are still to be confirmed the planning dates are 31 March - 4 April 2008.
