| SIR KENNETH KEITH LAUNCHES NUREMBERG VOLUME IN THE HAGUE

His Excellency Justice Sir Kenneth Keith of the International Court of Justice launched the APCML volume of essays on the Nuremberg Trial at a ceremony in the Carlton Ambassador Hotel in The Hague on 11 December 2007. Sir Kenneth is the first New Zealander ever to be elected to a nine-year term as judge of the International Court of Justice and he has long been a supporter of the APCML. The book was edited by APCML academic staff member Dr David Blumenthal and APCML Director Professor Tim McCormack and is entitled The Legacy of Nuremberg: Civilising Influence or Institutionalised Vengeance? It includes revised papers presented at the APCML one-day Seminar of the same title held in Canberra to mark the 60th anniversary of the Nuremberg Trial. The Hague launch was attended by judges from the International Court of Justice and from the International Criminal Tribunal for the Former Yugoslavia as well as by diplomats, international lawyers from the various courts and tribunals in The Hague, academics and Dutch Government lawyers.
The Nuremberg Trial book is Volume 20 in the International Humanitarian Law Series published by Martinus Nijhoff in Leiden and co-edited by Professor Tim McCormack and Professor Christopher Greenwood QC of the London School of Economics.

PROFESSOR MICHAEL SCHMITT 2006 LECTURE NOW PUBLISHED
International Humanitarian Law and Contemporary Armed Conflict: Can the Law Survive? Public Lecture - 13 September 2006 at 6pm
The 2006 Sir Ninian Stephen Visiting Scholar Lecture was presented at the Melbourne Law School on 13 September by Professor Michael N. Schmitt, Professor of International Law and Director of the Program in Advanced Security Studies at the George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, Germany. In his lecture, entitled' International Humanitarian Law and Contemporary Armed Conflict: Can the Law Survive?', Professor Schmitt considered how the changing nature of warfare is affecting the content, application and interpretation of the Law of Armed Conflict and International Humanitarian Law, with particular reference to the use of technology in armed conflict.

IHL IN AIR & MISSILE WARFARE MANUAL
Regional Workshop
15 - 16 November 2007
The APCML, in conjunction with the Harvard Program on Humanitarian Policy and Conflict Research (HPCR) conducted the first International Humanitarian Law in Air and Missile Warfare Manual Regional Workshop on 15-16 November at the Crowne Plaza Hotel, Darling Harbour, Sydney.
The Workshop was part of an international collaborative effort by the HPCR to produce a Manual on International Humanitarian Law Applicable to Air and Missile Warfare. Such a Manual has the potential to decisively influence global thinking on the conduct of aerial warfare and significantly shape operational policy in this area. The Asia Pacific Region was selected to commence this review process with further regional workshops planned for Africa and South America over the next year.

MALCOLM FRASER INAUGURAL PROFESSORIAL LECTURE

The Rt Hon Malcolm Fraser AC CH, Professorial Fellow of the University of Melbourne, attached to the Asia Pacific Centre for Military Law in the Melbourne University Law School, gave his Inaugural Professorial Lecture on 25 October 2007 at the Melbourne Law School.
In the remarks prefacing his lecture ‘Finding Security in Terrorism’s Shadow: the Importance of the Rule of Law’, Professor Fraser stated that he regarded it as both an honour and a privilege to be associated with the Asia Pacific Centre for Military Law and to be able to work with people committed to the purpose of reminding us that ‘there can be no peaceful civil society without the Rule of Law at its heart.’

APCML CO-HOSTS IHL EXPERT MEETING - Stockholm
4-5 October 2007
An International Expert Meeting on International Humanitarian Law and Gender was held in Stockholm on 4-5 October. Co-hosted by the Swedish Ministry for Foreign Affairs, the Swedish Defence College, the Folke Bernadotte Academy and the Asia Pacific Centre for Military Law, the event brought together experts and senior military representatives from across the world to discuss issues relating to IHL and gender, including workshops on means of warfare, methods of warfare and detainees. The event was opened by the State Secretary for Foreign Affairs and the dinner was hosted by the Minister of International Development, both of whom expressed high regard for the APCML and its role in co-hosting the Meeting.
Dr Helen Durham, APCML Senior Research Fellow, was a key-note speaker and she provided an insight into the fact that whilst to date debates about gender issues and IHL have focused upon women, there is much work to be done in relation to men in this area as well. The meeting was deemed a success by those attending and it was acknowledged that further work on this topic is needed and a number of ‘follow-up’ events have been proposed.
INTERNATIONAL HUMANITARIAN LAW CONFERENCE - WELLINGTON

Three APCML staff from the University node were invited to speak at the Second Commonwealth Red Cross and Red Crescent International Humanitarian Law (IHL) Conference held in Wellington on 29-31 August. APCML Director Professor Tim McCormack spoke on ‘The Importance of Effective Multilateral Enforcement of IHL’, APCML Associate Director Professor Stuart Kaye spoke on ‘National IHL Committees: A Commonwealth Perspective’, and APCML Senior Research Fellow Dr Helen Durham spoke on ‘The Laws of War and Traditional Cultures’. Professor McCormack also participated in the Beeby Colloquium on International Law with Daniel Bethlehem QC, Legal Adviser, UK Foreign and Commonwealth Office, on ‘Challenges to IHL from Contemporary Armed Conflicts’. The Conference was attended by around 150 delegates from national Red Cross and Red Crescent Societies and relevant government departments from all Commonwealth countries.
APCML CONDUCTS LEGAL MODULE
International Peace Operations Seminar - Canberra

The APCML sponsored a two-day legal module as part of the International Peace Operations Seminar (IPOS) conducted by the ADF Peacekeeping Centre in Canberra in the period 29 July – 10 August 2007. IPOS 2007 brought together about 50 military officers and civilians (from organisations such as the Australian Red Cross) from Australia, Bangladesh, Cambodia, China, India, Indonesia, Jordan, Malaysia, New Zealand, Pakistan, PNG, Philippines, Singapore, Thailand and Vietnam.

APCML students Gideon Boas and Hayli Anne Millar will graduate with a Doctor of Philosophy at the University of Melbourne on 14 August. Gideon’s thesis is entitled ‘The Milošević Trial: Lessons for the Conduct of Complex International Criminal Proceedings’ and Hayli’s thesis is entitled ‘Standards for Effective Transitional Justice Decision-making: Lessons from South Africa and East Timor’.

APCML student Michelle Lesh has been appointed by the Asser Institute in The Hague to work part-time as an editorial assistant on the Institute’s Yearbook of International Humanitarian Law (YIHL). Michelle will work on the correspondence reports which are provided to the YIHL by 30-40 countries, under the supervision of APCML Director Professor Tim McCormack, in his capacity as Editor-in-Chief of the YIHL.

DIRECTOR JOINS SECURITY COMMITTEE EXECUTIVE

Professor Tim McCormack has been appointed by the Foreign Minister The Hon Alexander Downer to the Executive of the Minister’s National Consultative Committee on International Security Issues (NCCISI). The Committee functions as a channel for the exchange of views on peace, arms control, security and disarmament issues between the Australian Government and the community, and Professor McCormack has been a member of the Committee and its predecessor since January 1998. He will take on the role of co-Deputy-Chair, with Ms Martine Letts, Deputy Director of the Lowy Institute for International Policy as the other co-Deputy-Chair. The Chair of the NCCISI Committee is Dr Rod Lyon, Director of the Strategy and International Program of the Australian Strategic Policy Institute.
NEW APCML ASSOCIATE DIRECTOR (UNIVERSITY NODE)
Professor Stuart Kaye is the new APCML Associate Director of the University
node, from 1 July 2007. He replaces Bruce 'Ossie' Oswald who has made an
outstanding contribution to the APCML in its foundation period. Since 2002
'Ossie' has worked tirelessly to promote the work of the APCML both
nationally and internationally and much of its current success is due to his
efforts over the last six years.
Professor Stuart Kaye joined the Melbourne Law School in January 2007 and is
well-known as a leading expert on the law of the sea and national security
issues. He is also a Reserve Legal Officer in the Royal Australian Navy and
we look forward to expanding our program of activities to reflect his areas
of expertise.

INAUGURAL MARITIME SECURITY COOPERATION COURSE
4-8 June 2007
The APCML held its inaugural ‘Maritime Security Cooperation Course’ at HMAS WATSON in the week of 4-8 June 2007. The course was the first of its kind for the APCML and will form part of its annual ‘core’ suite of courses offered. The APCML and the ICRC held a joint workshop on Law Enforcement in Peace Keeping Operations: Training Needs for Civilian Policing at the Melbourne University Law School , on 7-9 May. The APCML was invited to deliver the legal module on the 2007 Defence and Strategic Studies Course for the CDSS at the Australian Defence College in Canberra, which provides officers of the Australian Defence Force, the Australian Public Service and overseas participants with the knowledge and skills required by senior leaders and managers operating in the national security environment. PEACEKEEPING SEMINAR - JAKARTA 14-15 February 2007
APCML Associate Director LTCOL Paul Muggleton represented the APCML at a peacekeeping seminar in Jakarta on 14-15 February. The Indonesian participants at the seminar included representatives of DEPHAN (Ministry of Defence), POLRI (Indonesian National Police), TNI (Indonesian armed forces) and DEPLU (Indonesian Department of Foreign Affairs). Australian participants included representatives of the ADF Warfare Centre, the ADF Peacekeeping Centre, the APCML, the Australian Federal Police and the Australian Embassy in Jakarta. The seminar was immediately followed by discussions between Australian and Indonesian authorities on practical activities that could be conducted in the future.

Joint APCML/ICRC workshop on Civilian Police in Peace Keeping Operations
Thirteen Police officers from nine countries rom the Pacific, Australia and Asia participated in a joint workshop on civilian police in Peace Keeping Operations, co-hosted by the Asia-Pacific Centre for Military Law (APCML) and the International Committee of the Red Cross (ICRC) at the University of Melbourne from 7-9 May 2007. The aim of the workshop was to produce a working paper on the training needs for civilian police in peace keeping operations. Emphasis was given to humanitarian concerns such as the protection of civilians, including internally displaced persons, relations with coalition partners and humanitarian organizations and the legal framework in which CIVPOL operate on overseas PKO.
