Courses Conducted - 2004

The following courses were conducted by the APCML in 2004 at HMAS Penguin, Balmoral, Sydney:

  • 19-23 April 2004. Civil Military Co-operation Course.

  • 2-6 August 2004. Law of Peace Operations Course.

  • 11-22 October 2004. Command and Staff Operations Law Course.

United Nations Training Course on Human Rights for Trainers of Military Personnel of Peace Operations, BIPSOT, Bangladesh
7-15 December 2004

In December 2004, Bruce Oswald, in his capacity as an OHCHR Consultant, lectured on the application of human rights to the planning and conduct of peace operations as part of the two week course organized by OHCHR, in cooperation with DPKO and the Government of Bangladesh, for military officers from Asia. The course was conducted at the Bangladesh Institute of Peace Support Operations Training (BIPSOT).

Training for African Military Personnel in Conflict Prevention, Human Rights and Peacekeeping, Brindisi, Italy
15-18 Nov 2004
In Nov 2004, Bruce Oswald, in his capacity as an OHCHR Consultant, lectured on the application of human rights to the planning and conduct of peace operations as part of the three-week course in ‘Training for African Military Personnel in Conflict Prevention, Human Rights and Peacekeeping,’ held in Turin, Italy. The biannual course is run by the United Nations System Staff College in cooperation with OHCHR, and is entirely funded by the Italian Ministry of Foreign Affairs.

Expert Meeting on Human Rights Training for Military Peacekeepers, Geneva, Switzerland
16-18 August 2004

In August 2004, Bruce Oswald, in his capacity as an OHCHR Consultant, took part in an expert meeting organized by OHCHR to review the draft OHCHR Training Package on Human Rights for Military Personnel of Peace Operations. A number of UN, international organisations, and UN Member States attended the meeting.

Roundtable Discussion on Transitional Codes for Post-Conflict Criminal Justice
2 April 2004

The Asia-Pacific Centre for Military Law and the Institute for Comparative and International Law co-hosted this seminar held at the Melbourne Law School, The University of Melbourne on Friday 2 April 2004.

Mr Bruce Oswald Co-hosted the Seminar and attended in his role as Acting Director of the APCML.

The seminar was also attended by the Centre's Patron, The Rt Hon Sir Ninian Stephen KG AK GCMG GCVO KBE and visiting academic to the APCML Ms Vivienne O'Connor, a research fellow of the United States Institute of Peace and the Irish Centre for Human Rights. Ms O'Connor is based at the Irish Centre for Human Rights at the National University of Ireland Galway, where she coordinates the 'Model Codes for Post Conflict Justice Project' in conjunction the United States Institute of Peace.
