A panel meeting in Geneva will coincide with the launch of a new Chatham House research paper on the “incidental harm” aspect of the proportionality calculus in IHL. The panel will consider the types of harm that fall within the scope of proportionality assessments, what constitutes ‘excessive’ harm, and measures that belligerents can take to give effect to the rule on  proportionality.
