‘Can IHL Restrain Armed Groups?’ – Lessons from Landmines

A new article on the Lawfare website examines the global effort to ban land mines. It suggests that groups seeking international recognition and possessing a strong military capacity are more likely to respect IHL – and that better policies can increase the attractiveness of doing so.
